This research examines the causes for the relative lag of the shipping industry compared to other economic sectors in terms of global environmental governance as well as the potential for the International Maritime Organization (IMO) to act as a regulatory body and orchestrate emerging private green shipping initiatives. The research finds that conditions stalling regulatory transnational environmental shipping governance stem from several factors related to low environmental issue visibility, poor interest alignment, a broadening scope of environmental issues, and growing regulatory fragmentation and uncertainty.
