This paper examines if eco-rating schemes improve environmental outcomes in the international shipping industry. Despite previous research calling for a collaboration amongst shipping companies, shippers, ports, and investors driven by eco-certification schemes, these collaborations have failed to develop in any significant fashion. Cargo-owners and ports have developed separate schemes, but do not exercise joint or uniform environmental pressure on shipping companies.
